Delivery Interpretaion based on VWAP

Sir, if VWAP is closer to high price can we consider it as selling at a high price.
AND If VWAP is closer to low price, can we consider it as buying at a low price.
i.e.
If (high price – VWAP) > (VWAP-low price) then buying
If (high price – VWAP) < (VWAP- low price) then selling
